I checked out our emergency steering arrangement this weekend and we don't have the same problem you've described. The tube on outside edge of the starboard rudder is not welded parallel to the rudder but rather at an angle to it of say 30 degrees (ie to steer a straight line the tiller is angled to starboard). Full lock to port just clears the backstay.
