We had the same problem. One of the rubber helm-seals was leaking a little,during sailing and a lot more when motoring.
The water seeped in and rested in a small (13×13 cm aprox) sort of basinish space above the bouyancy-chamber,just under the helm-crossbar connectionbolt. There the water penetrated through in a support, stiffening tubelike construction at the underside of the top of the chamber (pff……. hard to explain) You'll feel it through the inspection opening. Moreover the inspection opening was screwed over the carpet lining thus enabeling air to escape and even water seeped under the carpet (from a leak above) into the chamber.
I bought a rubberish repair fluid to repair roof gutters and covered the space near the helm. Also the inspection opening was fastened with some kit directly on the polyester of the bouyancy chamber.
That did the job.
